In my opinion this is just like the berserker Tome of Tendon Sever Rk. III that I was able to upload in the end of 2015, many years after the expansion release, and only because I joined a SoF raid and asked a BER to loot a rune and hand it to the NPC. Since Spell: Tjudawos' Chant of Flame Rk. III would be the 5th from Glowing Prismatic Rune it would require the bard to loot 5 glowing runes before he can even confirm, and even better upload the scroll provided he's running the Item Collector, so not many chances that this would happen today. At least we could ask bards who were actively raiding SoF if they have that rk3 spell in their book.
