Healing Adept 6 gets 230 heal and 460 crit heal for a paladin.

I can confirm Healing Adept and Healing Gift DO indeed affect this proc. With both at level three, I'm getting 198 on most procs and 396 on the exceptionals. Get these, your defensive AAs and weapon affinity five and you can do OK for yourself around 60 soloing.

Healing mitigation no longer affects this heal proc. An update some time ago took that ability away (maybe inadvertently, i've sent /bug reports to SOE a couple times). The exceptional heal AA still affects this proc though.
