Through a fubar pathing and subsequent reimbursement I ended up with an 8th and a 7th ring (did quest twice). If I get the 10th ring will the effect stack with the 8th? If not then I might as well mq my 7th to a guildy.

No, the Shield of the Eight and the Frostreaver's Blessing definitely do not stack. I just tied last night.

Yes, the effects stack. I know a few people who did the quest twice for this reason. Not sure if I will do it twice or just stick with my chardok clicky ring ( it has charges /cry ).
