This has to be one of the cheapest spell EverQuest has EVER gone live with. They wont give us strong spells, but give NPCs this one to stun, DoT, and mana drain? It's just not right!

This (or maybe the other spell with the same name and description) is used by various bosses in Tower of Frozen Shadow, including Cara Omica and VhalSera. (Haven't reached Tserrina yet but I expect her to use it too.)
