No, according to Lucy it doesn't stack with any of the enchanter increase/decrease aggro spells.

Falos Ginranes in Echo Caverns sells this (back in the evil merchant/trainer area, which is reached by going out the zone line near the soulbinder in SH). He's all the way straight back in the left of the two huts along the northeast corner.

Price was 5 pp at 85 CHA.
