It is the second spell available to you from the TBS Caster merchant, the first one being Perplexing Flash.

My guess is that it will be released with the next expansion as part of an arc of quests, much in the same manner our previous aura (Illusionists Aura) was attained. There are a few other spells I see that are not presently available in game listed here and on Lucy, so I suspect they will be introduced in the the same or similiar manner.
