it is NO reason to use this spell because the spell FLAME LICK is more productive to you.
If it uses no mana, that would be a reason to use it. And if it stacks with spells that flame lick doesn't, then that would also be a reason to use it. If the casting time is less, or if it is less likely to be interrupted or to draw aggro, those would also be reasons to use it over flame lick. That's why we need more details.

there is another weird spell like this, I think its a root or a snare. same mana and everything, I thought about buying, but it was the same cast time and all ... so... I have no clue why it was in game.

Not yet, it says 0 mana which means it could be on the test server.
