This is one of the Bane spells that Never went live....

other bane spells from TSS that never made it to live include: dragonslayer, frothing vengeance, Giantslayer's Volley, Zek's Final Judgment, Tears of Veldyn, Yar`Lir's Sleetshards, Jagged Slice, and Rallosian Vengeance.

If I had to guess, I'd say one is (Crystalwing) is Dragon Bane, and (Rallosian) is Dragon Bane.
