Actually, it's not. Junk Beast supposedly uses this spell, but I can't confirm or deny that -- I never had it used on me, according to my logs. However, Junk Beast also casts two other spells, one of which is Blinding Smog. That spell causes the blind effect and makes you lose your target due to the shadowstep component.
