On my chanter, I often get the message that the spell didn't take hold. Trying to figure it out why. It is when first pulled into camp and no other spells have been casted upon it. At first thought maybe it was a stun or the slow blocking it but that isn't the case. Any thoughts?

I've also run into this problem.

At first, I simply assumed it was being blocked by another debuff being cast by someone in the group/raid, but I soon found out it wouldn't hold on some mobs even if I was the only debuffer present.

Turns out that SHM buffs that buff Dexterity (as a primary, rather than a secondary, effect) will block Fractured Consciousness from landing. They are as follows:
Talisman of the Raptor
Mortal Deftness
Dexterity
Deftness

For this reason, the first time I encounter a mob that's buffed so that Fractured Consciousness won't land, I immediately load Recant Magic and use it as needed. 99x out of 100x, it'll strip only the beneficial enchantments that were cast on it (by itself, or a nearby mob) prior to being pulled. Once in awhile, it will strip a debuff/DoT cast by a PC; but never anything absolutely vital, as all Slows (and indeed, even the Cripple line) use Disease counters.

[EDIT] Well, I thought the Cripple line used Disease counters; I must've been looking at the SHM ones. Turns out our own (including Fractured Consciousness) are purely Magic-based, and so can be dispelled. No matter, since the only reason you should be using Dispel, is because this wouldn't land in the first place. No sense at all in using again, as the initial dispel removed the buffs blocking Fractured Consciousness from landing.

I myself have run into this problem also. As far as I can determine, it is simply a buff the mob either casted on itself or from another mob it was nearby that would block it. Much in the same way our beneficial spells have certain stacking rules. It is very annoying though when you don't get a resist but just see that message "Your spell did not take hold." IMHO we should be able to cast any detrimental spell on a mob regardless of what buffs of its OWN are active.

Tried this the other night when I first got it.
It decently drops mobs dps(watch for nerf).
I three box with a warrior, cleric, and my chanter, this spell definately makes it worth a spot in normal grouping line up.
