Note the "classes: none" entry? This is an effect used by one of the wing bosses in Bastion of Thunder, not a spell that you will get for your character.

The comments below were about Circle of Winter, it looks like the spell comments got screwed up somehow (I noticed the same thing with another tower boss AE where they are talking about Levitation iirc).

Typically, it varies by server. Ask in game. You're more likely to get a better answer from the people on your server.

Also, prices drop considerably as time passes after a new expansion.
