From the current description this does not look like the standard lifetap to me, but a multipurpose spell with a lifetap component.
Does anyone know what the 3rd line means? Is that some damaging effect on the target?

That 3rd line is an increase to your max HP that decays over time (Like how Challenge for Power works with AC)
