Does skill attack mean a set damage no matter what? Kick is based on the ac on your boot. At what point would regular kick be better than the two skill attacks?

I love this disc. I usually land two kicks for around 3-400 each and lose aggro when I do it. Reset timer is 20 seconds, so slower then a normal kick but whatever. My max hit has been 896 damage with a kick!
