ATM, this has the same ratio as quiescence (1 to 6) but it may have been changed since your post. As a 65 shaman, I'd switch in a heartbeat even though it's overkill in some situations. (canni5)
Yes, it was changed a few days after I posted, (they mustve read my post) :p.
Now it's inline with the 2mana to 3heal(per tick) ratio that Torpor and Quiesence have. It's supposed to give 4 ticks, but sometimes I get lucky with a 5th phantom tick depending on the whim of the tick counter. It seems to be that if the HoT lands soon after the tick goes off you will get an extra heal (may work with DoTs that way too).

If you get SCRM one day, you'll be getting 6 - 7 ticks out of this HoT (have a shammy in the guild who has it) so it's heal to mana ratio is insane.
note, focus items will not work with HoT but AA will :)

Here you are correct heal over times are considered a buff so extended buff aas make them last longer. Also the quick buff aa makes them cast faster.

You are wrong here the prayer shawl and a extended buff duration item I have both work with heal over times.

Shawl or EE item won't work on Heal over Times. They work only on spells that have a Duration of 8 ticks or longer.
The only EE item I know about that extends HoT even further than AA is one 10%EE Augment from North Ro (I believe). This one works for 4 tick Duration or longer.
There is also a crown in VT and a few items in Time.
You better watch your thunder, it's the first thing I'm gonna steal.

thanks i was wondering why i seemed to be getting more out of Q than i was before. another thing i have noticed is i can cast Q on people not in my group i am not shure but i dont think i could before the patch. one other thing torpor was the last to have a snare effect on it Q dont and neither does this new one.

As long as I can remember, Q could be cast on anyone in or outside of your group.
