Although Cease & Desist are upto level 55 they still Move you up on the hate list when cast on any creature. For the amount of mana used it is worth while keeping them along with Higher leveled Stuns for when you do need them.
They have given Pallies Countless Stuns I just hope one day they give us a better Lull then Pacify.
