I have Mana Regen 16 + Tribute Aura of Clarity V. Am I wasting Tribute?

I guess what I am asking is does Mana regen cap include Tribute?

a bit late, but yes, you waste tribut (if you dont have the ft-cap-aa's).
tribut works like worn stuff, so all caps incude the tribut.
