mistake --
I confused scrm, you only need 3/3 to get the 200 effect. there is no mastery aa in class, I was thinking of spell casting reinforcement mastery.
Spell Casting Mastery
This ability gives you an increased chance of making your specialization checks. It also reduces your chance to fizzle and increases the chance to lower the mana cost for the spell by 5, 15, and 30 percent.

This skill appears to have the effect of raising your specializations by 200 when you have 3/3 and the mastery skill from Class.
I don't know what the equivalents are for 1/3, 2/3, 3/3 only.
So if you have a specialization in alteration of 250 and add this, your alteration specialization is essentially 450. Same with the others, if they're 50, your effective specialization is 250.
