This ability gives you a chance to land critical hits with your direct damage spells. The ability levels increase your chance to score a critical by 2, 4, and 7 percent.

A crit for spellcasting doubles the damage, less any resistance. The crits don't get any bigger than this, although effects and abilities that increase damage are taken into account. They do occur more frequently, as per the given description.

This ability is also useful for paladins, especially combined with the AA ability Weapon Affinity, which makes their wepaons proc more often. Pallies get a lot of self-buff proc spells, and Spellcasting Fury does affect weapon procs. Also, if you use your DD to Undead spells to pull mobs, a little extra damage right off the bat will help you hold aggro.

At 55, my knight has SCF3. Using fabled ghoulbane, IoN, and Expel undead in Veksar, I see a ton of crits soloing.

The explanation provided by the in game AA window is kind of vague - do the crits get larger with each level of this ability, as well as more frequent? And do the crits stack with Improved Damage effects?

And I'd like to hear some of your opinions on how valuable a skill this is for necros - nukes are not our mainstay, but with the speed at which mobs die in adventures blasts become much more important. And lets face it, it's very satisfying to see a good crit. Since it also works with lifetaps, it seems to me that this is actually pretty nice for necros.
