Water is brewed from 4 pods of water to enable you to use the pods that you foraged in tradeskill recipes. This is done by characters who can summon water for consumption and want to use the pods of water for tradeskills.
Actually, I do not believe that this works with summoned water. Sorry, all you mages and priests, but it's only foraged.

Umm, re-read his post. he said for chars who can forage AND summon, they would drink the summoned, and brew the foraged into flasks so they could use it in tradeskills.
