It's the key to Bastion of Thunder towers which is where you will get planar progression flags at. I'm not sure if these towers are still locked behind this key on the live servers however.

I looted the ring last night off the named in BOT and have collected the other elements. Once i do turn in does the group who is with keyed as well or is it per indvidual?

Whats the deal with this? A ranger in my guild has it, and maybe its a magelo ***** up, but when i clicked on it it says
