I used 400 Catch-A-Lot Bait and sat by the waterfall in Argath and this was the ratio. (I know boring right?) Max fishing skill and Fisherman's Companion was used as well.

Total fishing time was about an hour and a half.

The bonus from the bait doesn't stack with the fishing pole bonus. Save money and use normal bait.
My ratio with 256 fishing is 325 Raxil to 100 Oseka's.

I'm thinking aprox 200 Raxil Fish in an hour isn't that bad as farming goes.
