Easiest way to get to 250 is minotaur hero's brew. Everything can be purchased at a merchant.
this looks a nice easy thing to make only 3 items but I was wondering where I find the 3things to make it or if there is any other thing to get me to 250 skill in breweing would be most appreiciated

Click on the Portable Drink Barrel above and it will take you to the info page for it. There it tells you it is part of a quest. If you got to the quest page, it tells you that you are given the barrel by the quest giver.
