Neither a dye vial nor unfired dye vial can be purchased from the mentioned NPC. Your information is wrong. Perhaps you were mistaken when you saw one on the vendor but did not notice they DID NOT have an unlimited supply of the item you have posted about.

Both ingredients can be purchased in the Lighthouse in Gunthak from vendor Cadal
Is there any place to buy the patern for this item? Seems to me it would be cheaper to make thsn to buy.
If they had patterns for this I am sure it would be something like A Blank Rune and an Unfired Rune in regards to trivial. Blank 15 and Unfired 126. What is up with that?
