Eqtraders.com doesn't have tinkering LOL, but is good for the other tradeskills. (alchemy not included)

you can find these bows off of fletchers, just find a fletcher with a high enough skill and knowledge to make on, can buy all components from any fletching vender, just make sure to use the hemp string instead of the silk
you can restring bows however, so type of string used to make the 1st bow doesn't matter =) tunare bless fletchers

I made quite a few of these, but I reached trivial at 135, not 148.
