If you can turn a rusty scimitar into a tarnished one, can you turn the tarnished scimitar into something better? if so, how?

No, tarnished weapons cannot be improved upon.. the only use for sharpening weapons is to a) Make your smithing skill increase til sharpening is trivial and b) to make more money as a low level player.
