i am trying to start my smithing and it says that to make this i need 185 smithing.....if the enchanted folding sheet is a skill of 45 how is it that i cant make this?

Just made some of these with a skill of 150 and I get the message can no longer increase skill with this....so it would seem that the 185 triv is a bit high.
