According to the patch message on the 9th of December, Sony made 'appropriate' changes to several research recipes. This being one of those affected.

Having not fully gotten into learning what components are used for each type of spell I can only assume, based off my limited knowledge, that one of the components in this recipe doesn't fit the system correctly.

It might also be worth noting that at the same time they 'fixed' this issue they also placed a new tradeskill book on a research supplies vendor. Might be worth a look.
