There is also a 2nd recipe that uses a Velium Smithy Hammer, rather than a Smithy Hammer.
This was already trivial for me at 82.
At 100 CHA, the temper is ~26pp and the block of velium (bought back off a merchant) is ~41pp. For a total of 67pp, unless you loot the block of velium yourself.

On Tribunal you can find velium at a lot of merchants for around 45-65pp, if I remember the cost correctly. The numbers Tordela quotes sounds right for the rest.
I would just go hunting in ToFS or Velks for the velium. I seem to find a lot of it dropping there.

The cost to make implies you make or loot all the items. It costs about 10pp to make a coldain velium temper and apparently 5pp for a smithy hammer. Finding the block of velium on a merchant was sheer luck. On Tunare they sell in the bazaar upwards of 125 pp each.
