This quest begins with Semkak Prophet of Vallon in Kael Drakkel. He is found in the quarters connected to the city's arena, at 1190, 1565, -54.
You say, 'Hail, Semkak Prophet of Vallon' Semkak Prophet of Vallon says 'You have entered the sacred temple of Vallon Zek. This is the Temple of Strategy. We teach what must be done to be a great leader. Forethought is a powerful tool. You say, 'Will you teach me?' Semkak Prophet of Vallon says 'I cannot teach one of your kind the arts of war at this time. I must teach the other Kromzek and Kromrif that proper strategy will allow us to win the war against the dragons. If you were to serve the temple of Vallon, I might consider giving you a few words of advice about strategy. You say, 'I will serve the temple of Tallon Zek' Semkak Prophet of Vallon says 'The dragons of Velious are ancient and wise beyond belief. They have ageless strategies to destroy their foes. The Temple of Strategy must gain the knowledge they hold. I have heard rumors of a great dragon burial ground. If this tomb indeed exists, find it and seek out the knowledge of the dragons who are now dead. Bring whatever you believe will teach us their strategies and tactics of the past. May I ask does the Circlet of Vallon have velious graphic look or is there an NPC we can ask to customize it? ;)
If not, besides Cowl of Mortality and the crown from kaels, any other head piece monk can get just for the velious helm look?

I believe you can customise Frostreaver's Velium Crown (guess who drops that), all/all 30ac, couple nice resists, truesight.

I turned in the "golden tablet of draconian strategy" to Semkak and got the Book of Strategy

i turned in a scroll off a dragon construct in DN and got the Shield of Battle 13ac,+2str,+9wis,+10mana, shm and druid can use =)

From the text of the chat with the Giant in Kael, clues point to the scrolls dropping in Sleeper's Tomb ... ughhh. He mentions burial ground and Tomb. Sleeping... dead. Makes sense. Also means only the strongest of guild raids will ever see a quest reward like this one, if a trip to Sleeper's is needed.
Hmm .... Graveyard .... Necropolis=City of the dead or Dead City..... Dragon + Dead City ... I think this points more towards Dragon Necropolis.

so far i have managed to get 2 shields, 3 circlets of vallon, steel band of strategy, and god knows what stuff my friends have got, so no its not nearly impossible on rallos:p

LOL can't do this on PvP?I play TZ.Were droppin Inny,CT,Klandicar,Velk.Were doin ToV.We can easily do DN.And Dragon Constructs are definately somethin we can kill.

Thats my girl Dalph ) A babe that can bash hehe. Circlet also drops of the the prophets, which in ways is easier than doing this quest )

1)Get most powerfull dragons friends
2)Dont sit in a big open area so groups can come and kill you
3)invite friends round (see step 1)
4)friends hide
5)when the inevitable 5 groups of lvl 50+ turn up to kill you, friends come out
6)dragons kill groups and take the phat lewt
7) dragons wait for more groups to kill big ice giant leaders, dragons slag rest of ice giants and their city
8)Dragons kill gnomes, sink their boat and go back to picking plat out of their scales
