Komawin Fe`Dhar is located in a room just beyond the maze, immediately to your left once you've ported into the giant staircase section.
You say, 'Hail, Komawin Fe`Dhar' Komawin Fe`Dhar says 'Greetings to you. I seek one that has chosen the path of monkhood. What do you call yourself?' You say, 'I am a monk' Komawin Fe`Dhar says 'Good. I had hoped you were one. As seeker of the way you are in constant training to push yourself to your physical and mental limits. It is an admirable quality and I wish to aid you. I will provide you with a cap, a tunic, sleeves, bracers, gloves, leggings and boots.' You say, 'What gloves?' Komawin Fe`Dhar says 'Your hands are like the wind, everflowing and moving. Subtle one moment, then a howling wind raining blow upon blow to your foes. These gloves shall aid you. In order for me to complete them, I require a pair of unadorned leather gloves and three crushed topaz.' Gems are dropped off various NPCs in Velketor's Labyrinth, Siren's Grotto, Cobalt Scar and The Wakening Land. Unadorned leather armor is dropped randomly in the Halls of Testing inside the Temple of Veeshan. Bring the three gems and armor piece back and in exchange, you'll receive your reward, experience and faction. | ||||||||||||||||||||||||||||||||||

I've sent the picture of stats to this site, not showing up yet, o well - stats are 10ac 14str 3sta 3agi 35hp 2 to all saves.

That's cause this is the quest page... there is a picture (maybe yours) on the item page for "Fist of the White Lotus"

If you've got enough help to acquire these, doing the epic is simple. So, these would have to be be considerably better than the monk epic gloves to make them worthwhile. I seriously doubt that VI would do that. These are likely something like AC6 with some AGI and some resist.
