This is a 19th anniversary task that can be required starting at level 40. This task requires you own the Ring of Scale expansion. In the April patch, Ring of Scale won't be required anymore.
Find Cedfer the Fishmonger in Plane of Knowledge at -272, +898, -92 near the small bank. You say, 'Hail, Cedfer the Fishmonger' Cedfer the Fishmonger says, 'Psst, hey you! Come closer... I don't want Angler Winifred to [hear] us.' You say, 'hear' Cedfer the Fishmonger says, 'Here's a bit of information that I'm sure you'll be interested in hearing. I was entrusted with the knowledge of how to make one of the most wondrous and powerful [items] in all of Norrath.' You say, 'items' Cedfer the Fishmonger says, 'Now I have your interest, eh? I will teach you how to make it. All you have to do is bring me a number of tasty [fish] from the Dark Hollow. What do you say?' You say, 'fish' You have been assigned the task 'Fish Eyes in the Dark'. Cedfer the Fishmonger says, 'There are seven very special fish that you'll need. You can find them in the Darkhollow. Bring them to me and I will give you the most powerful item you've ever seen.'

Task is updating in Illsalin, Corathus, Stoneroot, and Undershore. The game is incorrectly listing Catacombs in the task description.

Did this with two toons, my main had an enhanced rod and maxed fishing skill. Toon2 was a newbie to fishing and used a common or garden rod.
Toon2 actually finished the fish catching first but the whole quest over in about 20 mins

Minimum level to get quest is 40.
If you are under level 40 get message:
You are not at the right level for this task.
If you catch any fish that is not one of the 7 listed get following message:
You catch what looks like an unusual fish, but you were mistaken.
When catch one of the 7 listed fish get message:
You have caught an unusual fish!
Your task 'Fish Eyes in the Dark' has been updated.
If you are under level 40 get message:
You are not at the right level for this task.
If you catch any fish that is not one of the 7 listed get following message:
You catch what looks like an unusual fish, but you were mistaken.

Was changed while back so the bone rod wont break when you fish now.
Don't get confused the blind catfish u might have in the bank doesn't work for this. All the fish caught here have the Lore, No Drop, Quest flags on them.
only used 24 pieces of bait, caught 4 in ruins of Illsalin, 1 in corathus creep, 1 in undershore, and 1 in stoneroot falls. took me about 25 min or so.
Kinda suxs that The Bone Rod is primary only, so to reduce chance of breakage only use it when at the fly bench or tacklebox breaking down fish or making flys
After about 50 times fishing with it The Bone Rod did break =( so yep IMO don't fish with it, just use it for skill work

The seven bones you receive as task reward also have a 7% Fishing skill mod, however these are not fishing poles. They are tradeable, so if players are simply looking for a mod item these can be scattered to others instead of making the bonus item.
Combine the 7 Bones you get back (Fishing Skill) and you will make the "Bonus" item called THE BONE ROD (Magic, Weight 2.2, Skill Mod: Fishing 7% (15 Max).
Last 7 steps are, "Deliver 1 Common <Insert Item Name here> to Cedfer the Fishmonger (same order as the 1st 7 steps).

Really easy quest , even at 1 in fishing take about 15-20 min ... to get the bonus , once you get the reward wich is 7 bones , you put them in a fly making bench , press combine and get The Bone Rod wich is a 7% fishing mod fishing pole with tradeskill tag on it ... btw the npc tell you he will teach you a recipie , i thought it was to make the rod but it seems ( i might be wrong tho ) that you need to do this quest before you can do the bonus part of the collection quest named Pieces is Pieces .
PS ... req RoS to get the quest and seems to share the task timer of 18 hours with Pieces is Pieces
