This is a shared task. Find Gelidalin Stormsinger in Skyfire Mountains in the Combine encampment in the southwest corner of the zone. You say, 'Hail, Gelidalin Stormsinger' Gelidalin Stormsinger says, 'Ah, wonderful. I have need of a hero. You are one of Norrath's heroes, [correct]?' You say, 'correct' Gelidalin Stormsinger says, 'Great! You are, I am sure, aware that there is likely to be a conflagration soon. The Combine are very angry with Talendor and his sarnak. I am certain that they will use their power, and heroes such as you, to deal a devastating blow against the Ring of Scale. Before that happens there are a few things that could be done to [help] everyone.' You say, 'help' Gelidalin Stormsinger says, 'Well I have discovered several routes that I can see to ensuring that not all things are [lost] after the conflict. There is at least one ancient [mystery] in that grand temple that I would hate to leave unexplored before the battles begin in earnest. I may even have discovered a way to gain a [leg up] in the coming battle. Of course I cannot do this myself, I am but a humble musician and story teller. I need the [assistance] of a hero.' You say, 'assistance' Gelidalin Stormsinger says, 'I don't have anything in mind for you to do at the moment.' You have been assigned the task 'Bane Bound'. Task WIndow Says: Gelidalin Stormsinger has asked you to find a weapon that might be mythical. His description was a bit vague: Long blade, accented with gold, might have many coloful gems on it. He seems to think you should know it when you see it. He also claims that it is a dragon slaying weapon. If you find such a blade, bring it to him. 1. Find the blade in Veeshan's Peak that Gelidalin is seeking and deliver it to him. 0/1 Skyfire Mountains Golden Longsword is a ground spawn found in the far northeast section of Veeshan's Peak in the same room as Travenro the Skygazer at /loc +1155, -663, +672. Bring it back to Gelidalin Stormsinger. Upon handing in the Golden Longsword: Gelidalin Stormsinger says, 'Ah, well. This does look like the blade I described, but I don't think this is the right one. I really do wish that I could describe it to you more accurately, but I am afraid that I cannot. Please don't give up, the need for that blade is great.' 2. Find the actual blade in Veeshan's Peak that Gelidalin is seeking and deliver it to him. 0/1 Skyfire Mountains This blade is found in the same room as Ellarr Stormcloud behind it. Upon picking up the blade, you get this emote. This blade also meets the description given to you by Gelidalin. However, as you pick it up a dust in the air spins into solid bone and a bonebound dragon takes the blade from you. A Bonebound Dragon spawns. It doesn't attack you yet. Make sure your group is ready, this is a tough dragon. Hail it. You say, 'Hail, Bonebound Dragon' Bonebound Dragon says, 'You have touched an artifact not meant for you! That blade was made for only one creature, and you are [not her].' You say, 'not her' Bonebound Dragon says, 'You cannot fool me. You are not her. She was one of the few of your mortal kind to be worthy of such a gift. Her songs are woven into the blade. You are just a mewling whelp, unworthy to hear it. Be gone or be [dead].' You say, 'dead' Bonebound Dragon says, 'This is the one thing I CAN give you!' Kill Bonebound Dragon and loot the Gold-Etched Longsword off its corpse. Turn in the blade to Gelidalin Stormsinger. You DO NEED the key for VP to finish the Partisian quests for Veeshans Peak.

Someone else please confirm Scaled Key (Group) is ALSO required to do this task.
We (my box partner Vista and I) did ALL the prereqs listed here. We checked our achieves 3x and they ALL checked off.
You ARE able to do all of the Rain of Scale Hero, Partisan, and Mercenary missions WITHOUT doing Scaled Key as long as you do them in order.
Including ALL Mercenary of Veeshan's Peak missions, and Scaled Key is SUPPOSED to give you access to Veeshan's Peak, but as long as you get the Mercenary missions they let you into Veeshan's Peak without it. We did ALL the VP Mercenary missions np long before doing Scaled Key.
NOT so with VP Partisan missions. You go to the bard Gelidalin in Skyfire and he tells you go to Praetors Maestra, Trayer, and Torg in Overthere, and will not give you the first VP Partisan mission. We had done ALL their missions, we checked achieves again.
Furthermore, High Praetor Yellin in OT is the one who gives Scaled Key mission, not any of the NPCs the bard names. So it's very confusing and misleading.
But when we finally finished Scaled Key (Group) today, we went back to bard, and he gave us the first Veeshan Peak Partisan mission.
Therefore, I believe Scaled Key is also mandatory to do this mission.

Yes you have to Have Scaled Key to get this quest. After doing the Scaled Key Quest, Gelidalin Stormsinger gave my the first quest, Bane Bound.

Tried doing Partisan tonight and it gave my group the same message. It seems you have to do the Scaled Key to get partisan. Why would they unlock the zone and still require the key to the Partisan?....

Ellar (named) is in the room where you get the 'actual' sword (which is in fact a drop from Bonebound Dragon) - Ellar has about 60M HPs - Bonebound has only 20M and it hit for *way* less than Ellar. All in all *much* easier fight than Ellar. Wish I hadn't wasted the time waiting for Deflection to come back up...

First blade is in same room as zoneout to Skyfire. Turn in. Second blade it in the same room as named just to the north west of zoneout to Skyfire.
After picking up second blade, "Bonebound Dragon" spawns (bone dragon graphic). Go through text and when you say "dead" it attacks.
Casts Song of Bones... PB AE 3 tick mez. High hit I saw was 27674 as an SK. Super resistant to poison and my belt proc slow wouldn't land. Keep dots on it, it regens pretty well while you're mezed. Was able to molo it.
Turn in sword back at camp and you're done.
