If you don't want to buy the Dragon Brood Crypt Key with DB cash, you can buy the Forgotten Crypt Key from Loyalty vendor (864 tokens), take it to Tierna Morganna, near the GL zone in. Hail her:

... I killed all the drakes (some are in side rooms), though not clear if this is a requirement. Go through to the next chamber where Skaramatra the Risen waits. I wasn't able to attack him right away - may be on a timer. Eventually he activates, DPS him until 4 drakes (risen guardians) spawn, kill them, then finish off Skaramatra.
Hail NPC to get back to PoK, and once back, hail her again to complete quest.
