This is one of countless level-based minor tasks added with the Omens of War expansion. It's a "long" duration task available at level 3 and begins with Guard Crucorn inside the Southern Felwithe bank.
You say, 'Hail, Guard Crucorn' Guard Crucorn says, 'My duties do not allow me to leave this post, but I do have a list of [tasks] that you can perform in the service of Felwithe. What say you?' You say, 'What tasks?' Guard Crucorn says 'It looks like you're already busy with a task. Come back when you're free to do another one.' You say, 'OK, what tasks now?' You have been assigned the task 'Aid to the Gnomish Observatory'. Kill 10 wasp sentinels 0/10 (Lesser Faydark) Wasps are found all over the zone. At low level it's safer to stay in the east part of the zone, near the orc camp. You'll have to clear around to make wasps respawn, there aren't many of them. Loot 4 Royal Jelly 0/4 (Lesser Faydark) These drop from the wasps. Explore the gnomish observatory in the southeast (Steamfont Mountains) Unsolved (or bugged ?) so far. There is indeed a gnomish observatory in the southeast part; but the task doesn't update when moving around that location. | ||||||||||||||||||||||||||||||||||||||||

Just tried on an level 85 as well and told me to go elsewhere as well. Will try on some lower level characters.
And on a level 56 druid. Same thing.
35 as well.
A level 1 isn't ready yet he says.

I used a level 5 shroud to get the task, but since looted items (Royal Jelly in that case) go to the Shroud Bank, I'm not sure you could complete the task that way, so I went back to my 105 druid and could get the two first steps done, also much easier with tracking. The Explore step wouldn't update, neither with the level 105 character, nor with the level 5 shroud. Maybe the coordinates to trigger that step moved with the VoA prequests (but the map didn't seem to change that much) or it refers to the Lesser Faydark observatory (but then it's more east than southeast).
