Yes, you have to say "combine" to the 4 goblins in the first 4 steps. Hail has no use in this task. Here is the text, just for lore purposes.

Trivial way of doing this task is to have a rogue go to three of the warlords, drop invis, hail, and then evade while rest of team makes it to 4th warlord. Leave Werlgra for last. He is on a bridge with no static spawns nearby and we could only see one roamer. Kill or mez roamer before hailing. Werlgra himself is easy, about same as any regular gob.
Same goes for the next partisan task, Rebellion of the Pure. Leave Werlgra for last, dispatch bridge roamer, then you fight the 3 bruisers without any adds.
