This quest is the first in a series of three and begins with Captain Dulkot (click for map image) just inside Castle Rulnavis in the Plane of War.

Pre-Requisites for Starting the Quest:
- Access to Castle Rulnavis (see this quest)
- Dubious faction with Castle Rulnavis (see this quest)
--- Note: You'll need at least Amiable faction in order to actually complete this quest.

Summary

- Hail Captain Dulkot (receive Requisition Request & a container).
- Deliver Request to Alchemist Veryon (click for map image) to receive a "Potion of Valorous Battle".
- Train Tamrel mobs onto "a willing subject" (click for map image) and click potion on the subjects (repeat x6) to receive Battle Report Pages.
- Combine the six pages in the Ledger to produce a Filled Battle Report Ledger.
- Deliver the Potion and filled Ledger to Captain Dulkot to receive a Potion of Dubious Valor.
- Deliver the Potion to Inquisitor Frellum (click for map image) to receive a Wine Cask and container (requires apprehensive faction).
- Right-click the Cask to spawn a barrel; kill the Tamrelian orc that spawns (x4 until you've looted four cloaks).
- Combine the four cloaks in the Bag to produce a "Full Saboteur Evidence Bag".
- Deliver the Evidence Bag and Cask to Captain Dulkot to receive "Letter to Gromluk".
- Deliver the Letter to Strategist Gromluk (click for map image) to receive a "Rulnavian Library Index" (requires indifferent faction).
- Head to the library of the second floor and right-click the Index in three locations to receive three different books.
- Deliver the three books to Strategist Gromluk to receive "Writ of Rulnavian Command" and "Defensive Report Ledger".
- Head into the Field of Strife, straight out the castle, to the Rulnavian defenders (minotaurs) and right-click the Writ on them.
--- Tamrelian mobs will spawn and aggro them.
- As the defenders kill mobs, you'll receive Report Pages; combine six of these in the Ledger to produce "Filled Defensive Report Ledger".
- Deliver the Filled Ledger and the Writ to Strategist Gromluk to receive "Burning Tar" and "Tar-Proof Bag" (requires amiable faction).
- Head to the southwestern part of the Field of Strife where you'll find Tamrelian assailants and assaulters.
- Pull a mob, beat to low health, then right-click the Burning Tar + left-click near the mob (you'll see an emote).
--- Mob must die with the buff on them
--- Assaulters' buff lasts 45 seconds
--- Assailants' buff only 1-2 seconds, so must be clicked when mob is a moment from death.
--- Collect 3x Charred Captain Bones (assailants) + 7x Charred Soldier Bones & combine all 10 in container.
- Deliver the Bag of Burned Bones and the Burning Tar to Strategist Gromluk to complete the quest.



Beginning the Quest

You say, 'Hail, Captain Dulkot'

Captain Dulkot says 'You're thirsty, I can see, and only blood will quench your desire. Good! Rulnavis needs killers like you -- killers that laugh at the sight of their own blood. I told Alchemist Veryon we need troops like that! He's been brewing a potion filled with courage, or so he says. Deliver this requisition to him. And fill this ledger with the results of the concoction. I must know whether to thank Veryon or lop off his head and send his unworthy soul down to Narikor!'

You receive an "Alchemy Requisition Request" and a six-slot container called "Battle Report Ledger".



Alchemist Potions

Turn in the Alchemy Requisition Request" to Alchemist Veryon (click for map image):

Alchemist Veryon says 'Yes, it's ready, I swear! The potion's been steeping in my barrels for the past few days. Tell Dulkot I was on time! Here it is. I already recruited some willing subjects just beyond the castle walls. They were never confident souls, but give them a sip of this and bring the foes to them, and they'll fight as lustily as Rallos himself!'

You receive a "Potion of Valorous Battle".

Head out into the Field of Strife, and train "a Tamrelian _____" or "a Gindan _____" mobs onto the Diakus called "a willing subject" (click for map image). With the mobs battling, right-click the potion on the willing subjects. Once a clicked subject dies (or wins), you receive a "Battle Report Page". Do this six times, and then combine the six pages inside the container to produce "Filled Battle Report Ledger".

You make a note of the potion's results.

Deliver the "Potion of Valorous Battle" and "Filled Battle Report Ledger" to Captain Dulkot:

Captain Dulkot rips out the pages of the ledger and throws them in your face. 'What is this boar dung?! Veryon said he would create soldiers as hearty and courageous as the God of Battle, but you tell me tales of cravens as weak as sickly babes! If this Veryon told me lies, he'll be breaking rocks until the end of time! Take this disgusting slop to Inquisitor Frellum. At least he'll tell me the truth of this matter!

You receive a "Potion of Dubious Valor".



Tempting Wine

Take the "Potion of Dubious Valor" to Inquisitor Frellum (click for map image). Note that this turn-in requires at least apprehensive faction.

Inquisitor Frellum grabs the potion from your hands and tastes a drop of it. His voice grates like a rusty cell door. 'Poison. The same I taste in the bread and wine... a draught of cowardice... the taste of Tamrel. Spies and poisoners must stalk among us.' Frellum hands you a barrel. 'Set this where no one sees. Watch for the cowards to appear and foul our drink. Gather the remnants of our foes once you hack them apart. Show Dulkot that Frellum always finds the truth and dispenses justice.'

You receive a "Tempting Wine Cask" and "Saboteur Evidence Bag".

Right-click the "Tempting Wine Cask" to spawn a barrel called "a wine cask" (you can do this in Inquisitor Frellum's room to avoid having to deal with other mobs), and back away from it. After a short time, you see:

a Tamrelian infiltrator unhides himself and searches for wine to taint.

a Tamrelian infiltrator has poisoned the wine cask!

You'll either have "a Tamrelian infiltrator" or "a Tamrelian spy" to contend with. Each hits for a max ~15,000 and casts "Fleshcarve", "Shieldbreak", and "War's Deceit":

Fleshcarve: Single Target, Corruption (-900)
1: Decrease Hitpoints by 20308 per tick (3 ticks)

Shieldbreak: Single Target, Corruption (-900)
1: Negate AC Limit Modifier Effect
2: Negate Melee Mitigation Effect
3: Negate Chance to Avoid Melee Effect

War's Deceit: Single Target, Corruption (-900)
1: Decrease Spell/Bash Hate by 50%
3: Decrease Agro Multiplier by 30%
4: Negate Agro Multiplier Effect
5: Negate Spell/Bash Hate Effect

Repeat this process until you've looted 4x "Tamrelian Spy Cloak" (the tattered ones are useless), and combine them in the Evidence Bag to produce "Full Saboteur Evidence Bag".

Deliver the Evidence Bag and Cask to Captain Dulkot:

Captain Dulkot says 'You just bought yourself Veryon's soul. He owes you as much for keeping my blade from his neck. But you just gave me a heap of trouble. You tell me my castle is overrun with invisible spies and poisoners? And now I must be watching for enemies I can't see? I should be sending YOU to Narikor!' Captain Dulkot reaches into a pocket and draws out a letter. 'But better sense tells me you're more useful on the battlefield. Give this to Strategist Gromluk. He'll know what to do with useful troublemakers.'

You receive "Letter to Gromluk".



Trip to the Library

Deliver the Letter to Strategist Gromluk (click for map image). Note that this turn-in requires indifferent faction:

Strategist Gromluk says 'I see the blood upon you and hear it in your voice, and Dulkot's words speak favorably of your battle lust. Now forget all you know of fighting; it means nothing under the gaze of Tallon Zek. He will guide your knowledge and instincts. His strategy shall become your strategy. When we have learned the superior ways of the ultimate strategist, we will achieve victory! Without knowledge, you are nothing. Take this index and consult the castle's library. When you have read the three most important books of strategy, bring them to me and prove your knowledge.'

You receive a "Rulnavian Library Index".

Head to the second floor and into the library. Here, you'll need to right-click the "Rulnavian Library Index" in three locations to receive three different books.

Deliver the three books along with the Index to Strategist Gromluk:

Strategist Gromluk says 'Surely you have read every page of these books, have you not? I shall take you at your word, for you look as honest as any brutal killer I have met. Now you must prove your learning: Take the writ of command and lead my troops. They await you in the middle of Strife. Let them follow you into battle and prove the worth of your strategies. Return with pages boasting of your success, or rot in Narikor!'

You receive "Writ of Rulnavian Command" and "Defensive Report Ledger".



Rulnavian Defense

Head into the Field of Strife, straight out the gate from Castle Rulnavis where you'll find several groups of "a Rulnavian defender" (minotaur mob). Right-click the "Write of Rulnavian Command" on them. Upon doing so, they will follow you around like a pet (you can click this on as many defenders as you want at the same time). Walk them around (or just stand in place) and you'll get spawns called "a Tamrelian charger" and "a Tamrelian rusher". These mobs aggro the defenders; not you.

As the defenders kill the mobs, you'll receive Successful Defensive Report Pages. Combine six of them in the container to produce "Filled Defensive Report Ledger".

Note that if you find your defenders are outmatched, you can pull other Rulnavis-aligned mobs to the fight area to assist them (you'll want some way of fading aggro if you do this).

Also note that the Tamrelian rushers and chargers have several AEs, so if you have multiple up at a time, you'd best stand back and let the defenders do their thing.

Once the combine is done, take the "Filled Defensive Report Ledger" and "Writ of Rulnavian Command" to Strategist Gromluk (note this turn-in requires amiable faction):

Strategist Gromluk says 'Yes, yes, you are indeed a worthy student of strategy! The dogs of Tamrel must quake at mention of your name! But a student is still the dog of their master, and a dog is not fit for service if it cannot defend its master's house. Even now Tamrel pounds on our southern wall and laughs when we do not rush out and savage them. Take this burning tar and prove to them our guard dogs have teeth! Bring me their bones in this sack -- at least three bones from captains -- that we might gnaw upon them and hone our taste for Tamrelian blood.'

You receive "Burning Tar" and "Tar-Proof Bag".



Playing With Tar

Head to the southwestern part of the Field of Strife where you'll find Tamrelian assailants and assaulters. These mobs can be aggro'd as standard mobs (no different than regular mobs in the zone). They hit for a max ~15,500; single-target rampage; flurry; and have an assortment of spells:

Boisterousness: Targeted AE 60', Corruption (-900)
1: Increase Spell/Bash Hate by 100%
3: Increase Agro Multiplier by 30%
4: Negate Agro Multiplier Effect
5: Negate Spell/Bash Hate Effect

Quick Defense: Self 0', Unresistable (0)
1: Increase Chance to Resist Spell by 80%
2: Mitigate Melee Damage by 90%, 0 total

Zekarian Slam: Single Target, Corruption (-900)
1: Decrease Hitpoints by 23077
2: Stun (3.50 sec/999)

While affected with a Tar buff, they proc "Burning Tar Bubbles":

Burning Tar Bubbles: Single Target, Fire (-975)
1: Decrease Hitpoints by 70000

How to work the Burning Tar:

- Pull a mob and DPS it to low health.
--- For assaulters, DPS it low enough that you can kill it within 45 seconds.
--- For assailants, DPS it to as close to death as possible (1% or 0%).
- Right-click the Burning Tar from your inventory (it's instant cast, so you won't see any on-screen indication that you've clicked it).
- Left-click on the mob you have (or on the ground beneath it).
- You'll see an emote about the tar burning through its skin.
- The mob must die while the Tar buff is on it, otherwise it has zero chance of dropping the quest item.
- The Tar buff lasts for 45 seconds on "assaulter" mobs, but only lasts 1-2 seconds on "assailant" mobs.
--- Note that while a mob has the Tar buff on it, it gains a 70k dmg proc.
- Mobs have a chance to drop junk "Disintegrated" bones as well (useless item).


A successful encounter will look like this:

a Tamrelian assailant becomes furious at _____ as the tar burns through his skin!
A Tamrelian assailant is coated by a glob of burning tar.

a Tamrelian assailant has been slain by _____!
a Tamrelian assailant's bones are touched by the burning tar.
a Tamrelian assailant's corpse says 'Forgive me, Vallon!'

Loot 7x "Charred Soldier Bones" (assaulters) and 3x "Charred Captain Bones" (assailants), and then combine them in the container to produce a "Bag of Burned Bones".



Dinner Time

Turn in the "Bag of Burned Bones" and "Burning Tar" to Strategist Gromluk to complete the quest.

Strategist Gromluk bites into a femur, tearing into the charred flesh and marrow, and then tosses the bone over his shoulder. He grins maniacally. 'We shall feast well tonight! You must join me at my table! We all shall sup upon the dish you have served! But first...' Gromluk points to the upper floor of the castle. 'High Strategist Galben wishes to see you. He is impressed with your skills. Don't disappoint him, or you won't be joining me for dinner tonight. You'll BE my dinner!'

My group was a 120 raid geared warrior.... so i killed them really quick once that quick defense crap wore off so I am not saying this will work for you but it worked for me. I had the captain bones before the solider ones, so thats probably saying a lot.

Step 0: Bring your patience... this stuff ain't quick and sometimes you will fail... Failing is just life.
Step 1. Agro mob, hit it once or twice to get it to fire its defensive
Step 1.5: Cast the AE on the mob, dont hit it at all, but just get it doing its thing
Step 2: Watch your target window for the buff "Quick Defense" on the mob to drop
Step 2.5: recast your boiling oil crap on them over and over and over again until it finally sticks. The assailants didnt always dispell/cure themselves, sometimes it would stick on them for 20-30 seconds.
Step 3: As soon as you got a good boiling oil and quick defensive is off, smash them. If the boiling oil wears off, turn attack off, and put it back on.
Step 4: Rinse repeat.

Also note, It is not explicitly said above, but The Captain and soldier bones do not always drop. If you're getting the disintegration bones, you're doing it right.

Ishtass's tips were very useful.

Aggro ranges in castle are pretty small. I was able to do the quest without any clearing. I only got aggro when turning in the Filled Defensive Report Ledger and Writ of Rulnavian Command, but I may have been a bit too close to the goblin, so be a little careful.

My experience of the burning tar step was that I killed 21 assaulters (10 Disintegrated Tamrelian Bones, 7 Charred Soldier's Bones) and 12 assailants (5 Disintegrated Tamrelian Bones and 3 Charred Captain's Bones) to get the drops.

I moloed this as a 107 enchanter, pulling with tash and killing with charmed worg and nukes. All single pulls to open area between worgs and wall, though the mobs tended to run around the end rather than through the ditch and would social aggro if they ran through another mob. I clicked the tar at about 10% and they usually died within a few seconds. There were a few mobs that did not drop anything. The first couple of mobs I was figuring out how to use the click (free target ring, click on ground near mob), so they died before I figured it out (reading the quest description above helps, lol). Later I missed a couple because I was too far away when I used it (there was a message) and then the mob dying before I could reclick (short refresh timer). There were a couple of times that I don't know why it didn't work, as the mobs had appeared to have the buff on when they died but did not drop anything. The charmed worg held aggro very well and did very nice dps. Lots of rampage.

If you wait until you get the message that the wine barrel has been poisoned before engaging the spy or infiltrator you WILL ALWAYS get the "Tamrelian Spy Cloak". If you engage before that, you will only get a "Tattered Spy Cloak". This was tested through 4 players. 16 cloaks needed and we got 16 in a row by using this strategy.

Alchemist Potions: Bard or Monk / Enchanter
- Setup in the ditch to the west of the willing subjects: Loc: 30 , 1050
- Pull Tamrellian assaulters / assailants and fade / FD them on the subjects. They are located in the south west corner. Very easy running them along the ditch.
- Group member runs up and clicks potions on the willing subject and returns to the ditch.
- Helps if you can mez lock two roamers ( Hendin assassin and Rulnavian fury )


Tempting Wine
- Setup group in room with Inquisitor Frellum
- Click a single barrel and wait for spawns to pop. They do not auto aggro.
- WAIT until you see "a Tamrelian infiltrator has poisoned the wine cask! " and any extra mobs despawn so you only have a single bad guy.

Rulnavian Defense
- Setup group at loc: -1150, 460
It's right next to the south most cluster of Rulnavian defenders and is safe from roamers. There is a small wall on south and east side. Don't back all the way up to the wall or you can aggro roamers on the other.
- I made pets of the mino defenders and had 2-3 pets at a time. Be ready to group heal the AE's.

Playing With Tar
- Agree that fatigue seems to block the tar debuf. I didn't find a trick to getting them to drop bones so this one took a long time.

So, I now have to pull the mob by clicking the tar on it which is insanely high hate. Mob smacks me till preincarnation fires, my tank merc tanks it for the 50 seconds or so that DA lasts, DA wears off, mob turns back on me immediately. So tank merc completely useless for this, can't generate any hate apparently.

I have 4 toons I play (one account). I figured out how to molo these mobs on my enchanter. I would edict of command a worg and then disc dps while the worg tanks. I could kill 3 of them before charm wore off. I would do this every chance I could..kill 3 mobs then camp till next time. sometimes I would have a problem and only kill 2. I needed 12 captain bones and 28 soldier bones. in the week It took to get them, I killed 80 tamrelian assaulters and 103 tamrelian assailants over a 7 day span to get them. 183 mobs to get 40 bones. general killing 3 per hour. good luck

Cut n Paste into your pow_1.txt Hope this helps; remember to turn in your Rulnavian Library Index clicker with the three books to Strategist Gromluk. All ogres see invis, so take care traveling to and from the Library. Remember the clicker is what retrieves each book for you; the books aren't groundspawns like that old Valdeholm quest.

The burning tar will basically never stick on assailants. They immediately, and I mean in less than second, dispel themselves of the effect. This is not fun at all. I can time clicking the burning tar until it's at 1%, even 0% health without any mercs casting on it and it will somehow immediately dispel the burning tar effect. I can't get any captain's bones this way. I do not have the fatigue line of spells cast on me, and on assaulters the tar works fine. However, the crapshoot of trying to get burning tar to stick on assailants is something like 1/30 for me, and this isn't fun at all. I'm going to bed, this is dumb as hell.

On the first step, you must turn in BOTH the potion that the alchemist gave you AND the filled battle ledger for him to give you the potion of dubious valor.

On the last step, right clicking the bag of tar, get the emote "a Tamrelian assaliant becomes furious at Zantor as the tar burns though the skin!" I killed about 10 of them now and not 1 drop, killed some of each kind. Or anyone know a trick to it? But also be warned, have to fight them at their bind spot, non aggro so can go right up to them and once you click it does a few% dmg to them so they start to summon. Only the 2 mobs that are right next to each other will you get 2, rest are solo.

On a side note, love the lore on the Burning Tar, A good thing to pour on those who assault your castle.


Ok, I figured it out, after you right click then left click, the mob gets a 45 secs timer on it, also get the aggro buff on you, mob has to die with the buff active on it, if it dies while it is not on the mob, no drop, but once it fades, can cast it again to put the buff back on the mob.

Even with the buff on them, I have been getting about 1 in 10 that have the bones I need on them.

30% disintegrated
60% empty
10% charred

It is possible a couple of the empty didn't have the buff on them when they died, but still pretty low drop rate considering what a pain this is to begin with.

And now it appears to be bugged. Even when the Tamrelian xxxx mob has nothing in it's buff window, nothing at all, I hit it with the tar, and I get "Your spell did not take hold." "a Tamrelian xxx becomes furious at Graeme as the tar burns through his skin!" Nothing appears in his buff window, and he never drops anything. Don't know what to do now, it was working for a while, then it just stopped. I did submit a bug report to SOE, but, well, they are ever so quick about addressing issues.
