This is a quest advanced via character flags. It is not a task.

This quest grants you access to Castle Tamrel (entered from the east side of the Field of Strife) and Castle Rulnavis (entered from the west side of the Field of Strife).

Pre-Requisites for this Quest:
- Level 95
- Must have access to the Field of Strife (gained via this quest)

Summary

- Kill mobs in the Field of Strife until a named called "The Judicator" spawns.
- Loot "The Warlord's Blessing" from The Judicator's corpse.
- With this item in your inventory, click on the door to Castle Rulnavis (west castle).

Note: You'll need to do this twice: Once for this castle, and again for the other castle.

The Judicator

The Judicator is confirmed to spawn from any mob in the Plane of Strife, including all regular field mobs, blue-/con boars and worgs, as well as red-/con colossus mobs.

Its exact spawn mechanism isn't confirmed; thought to be random, but possibly tied in with how many mobs you've killed or how long you've been killing in the zone.

Two different emotes occur as you kill mobs. It's not known whether these signal you're close to spawning The Judicator, or if the emotes are random, but you'll see:

You hear the flapping of wings in the distance.

The sound of flapping wings grows louder.

The actual spawn seems to be determined by the number of mobs your group kills while your group leader remains the same. 22-25 mob kills have been reported as the kill count necessary to spawn it.

When triggered, The Judicator spawns on top of the mob's corpse.

The Judicator says 'Let us see if you are worthy.'

It hits for a max ~20,000; is slightly slowable; and AE rampages. If you try to pet-tank it, you'll see this emote, and it may significantly power up as punishment:

A booming voice echoes in your ears, 'Do your own fighting, coward!'

It may not give you the option at all for pet-tanking.

It occasionally casts an AE knockback (48,100 damage, fully mitigated) and may have an aura that weakens defenses.

The Judicator has been slain by _____!
The Judicator's corpse nods approvingly before falling lifelessly to the ground.

It drops "The Warlord's Blessing" 100% of the time (one per kill), and drops at least one piece of stat loot.

The Judicator has no apparent despawn timer, and can be left idle with no consequence. Once spawned, it treats it spawn location as its home and will travel back to the same location if pulled away and left idle.

If more than one "The Judicator" is up in the zone at a time and in combat, it may call the other to assist it (will summon the duplicate to its new location).

If another group gets credit for this kill and you're still in the zone, you'll see this emote:

The Judicator has fallen prey to an ambush by adventurers that it did not seek to challenge. Those whom it originally sought may now be the first to reap its spoils.

This means you retain regular loot rights, even if someone else gets the experience credit for the kill. The corpse remains locked for you (and anyone in your group) for 2:05 (125 seconds) after which anyone can loot the stat loot. "The Warlord's Blessing", however, can ONLY be looted by someone who was in the group that triggered the spawn.

--You have looted a The Warlord's Blessing.--

Welcome to Castle Rulnavis

Click on the door to the western castle:

You take the sigil signifying the Warlord's Blessing in your hand and hold it up to the gate. Your hand burns as the trinket glows brightly then turns to ash. You are now worthy to enter Castle Rulnavis, the fortress of Tallon Zek.

You also receive 425 platinum + experience (4% regular exp at Level 100 OR about 12 AAs).

I believe the event is solely on a timer

~1 hour of kills without a death or change in the group = 1st emote
~30 more mins of kills without a death or change in the group = 2nd emote
~30 more mins of kills without a death or change in the group = named spawn

The reason everyone pops the judicators at different kill counts is because its timer based
BUT....just for fun and since we all love math
first kill 7:49 PM
First emote 8:57 PM Killed 15 mobs in this time( we had 1 wipe and some group members were out of zone for approx 8 mins)
Second Emote 9:33 Pm Killed 11 additional mobs in this time ( NO deaths or wipes)
Named popped at 9:49 pm Killed 6 additional mobs ( NO Deaths or wipes )

So two hours of killing totaling 32 mobs.

Just in case anyone reads this, it is not based on time spent. I killed 53 mobs in 18 minutes to spawn The Judicator.
