There are 14 jester spawns in the Black & White area (the only 14 in the zone). Two of them are in the water in the room and are easy to miss. They're each on a 24-minute respawn timer, and the masks have a 5% drop rate. Assuming my math is correct, this means you have a 51% chance of getting ONE mask (of either type) per clear, or a 30% chance of getting a specific mask per clear.
The mad jesters have about 85k in health and hit for 800+ (probably higher depending on mitigation).
The insane jesters have about 150k in health and hit for 950+
The Hidden Jester has about 174k in health, hits 1050+, and AE rampages.
The Hidden Jester drops two items from its loot table.
Raid Event: The Hidden Jester

This is a raid event in the Plane of Mischief introduced in the zone's revamp in November 2003.
It begins with a Gnome named Jaxoa Hrussin in the black and white jester room. You say, 'Hail, Jaxoa Hrussin' Jaxoa Hrussin says 'Hail and well met, traveler! I am here seeking to summon forth the Hidden Jester to my presence. To do so I will need the aide of a good traveller such as yourself. Will you help me?' You say, 'I will help' Jaxoa Hrussin says 'Very well. This is what must be done. After much research in the Great Library of the Plane of Knowledge I stumbled upon ancient texts that related the story of the Hidden Jester to me. It seems that I must gather two white jester masks and two black jester masks and then perform a ceremony of summoning. I will need you to recover for me the masks required so I can commence the summoning. Be forewarned if the summoning is completed the Hidden Jester and his guardians will come forth and may attack. I will not be able to guarentee your safety.' Loot 2x "Black Jester Mask" and 2x "White Jester Mask" from "a black jester" and "a white jester" (respectively), and then hand them to Jaxoa Hrussin to spawn the event. Laughter tinged with a bit of insanity erupts throughout the eerie black and white room. Several jesters, both black and white, have been called forth. About eight jesters spawn and attack. a black jester cries out loudly, yelling the latest jests and jokes, as it moves to attack a new opponent. Upon the deaths of the first wave of mobs, about six more mobs ("a crazed black jester") spawn and attack (these summon): More laughter even more crazed echoes throughout the room. Several more jesters have been called into being. Upon the deaths of the crazed jesters, a third wave spawns. This consists of about 4x "a mad black jester" (immune to stuns): Maddened cries and loud laughter is heard as some mad jesters are summoned forth. Upon the deaths of the mad jesters, you get a fourth wave, consisting of 2x "an insane black jester": Insane giggling is heard as the last of the Hidden Jester's minions come to prevent the summoning. After the two insane jesters die, a mob called "The Hidden Jester" spawns: Mysterious whispering, that of cruel jokes and jibes, is heard as the Hidden Jester finally makes his appearance. the Hidden Jester cries out loudly, yelling the latest jests and jokes, as it moves to attack a new opponent. Kill this mob to complete the event. the Hidden Jester has been slain by _____! the Hidden Jester's corpse falls lifelessly to the ground. Loot is found on the Hidden Jester's corpse.
