Noxhil V`Sek may be found at the top of the necromancers guild (/loc?). You must have at least amiable faction (with which faction?) to receive this quest.

You say, 'Hail, Noxhil V`Sek'

Noxhil V`Sek says 'Greetings, ______! We of the Dead are proud to have you among us. Your lineage is well known. Still, you must learn to claw your way to the upper echelon. There are many [menial tasks] to be performed before you can truly be inducted as a member.'

You say, 'What menial tasks?'

Noxhil V`Sek says 'You cannot avoid the toll of peons. We have all spent our time in the lower ranks. There are duties such as [collecting fire beetle eyes].'

You say, 'Collecting fire beetle eyes?'

Noxhil V`Sek says 'Take this chest. It has been fitted with a mold designed to hold ten beetle eyes. We require them for further experiments. Do not return until you fill the chest.'

You receive an Empty Box. Combine 10 x Fire Beetle Eye in the crate to craft a Box of Beetle Eyes.

Beetle Eye quest

The phrase is actually "I will collect beetle eyes" You need ten of them, and if all you're looking for is the exp to improve faction or something, just buy the darned things. People sell them to almost every merchant in Neriak.

Ok, here is what I did.

I noticed the merchants in Neriak seemed to be selling the very things I was killing for. Once I began to buy them (someone had given me some money at a low level) at a very fair price, I realized that the supply was nearly endless... so I bought 7 boxes and filled them up from the various merchants and returned to my guild to do the quest... not once, but about 5 or 6 times. I made more trips, each time getting myself a good level or so.
I continued this until level 6 when they ran out of eyes for me to buy. My magic skills were all decent (someone also gave me clarity, so I made use of it and practiced) but when I went to fight, I couldn't hit anything, so I put some points into my weapon skill. That should fix it right??? NOPE :( Apparently there is some skill called OFFENCE ... :( heehee, and there is no way to train it other than to get practice in the field... sure if I was a tank maybe I could, but too much tanking for a necro and... so I gave up :( You'll only cheat yourself :( Boohoo!

The items given for this quest seem to always be rotgrub rye and neriak nectar, both of which sell for a few coppers... you can eat them though, and not buy food. Even so, well worth doing this quest for the exp, you could hit 7 quickly killing beetles alone :)
Eye Quest

This is simply the best quest for newbie DE's! All DE Necro's, Clerics, SK's and I believe Warrior who worship Innorruk can get the quest, and it gives xp up to about 8th level. Unfortunatly, due to the reduced faction hit vs. the Dead, most other casters are left out.

On older servers this is also the fastest way to power level a newbie DE from 1st to 6th level. As noted above most people sell off their eyes, so just give your newbie about 20pp, go buy a few backpacks, and then buy every FB eye in Neriak. I got my Cleric to 6th in 2hours, I don't totally recommend this approach though because as soon as you try to fight you will realize that skill (1) is pretty bad for a 6th level (not to mention all the fizzles). It too me until about 10th level to catch up to where I should be.

I leveled my newbie DE warrior to 5 in one hour, actually playing and whackin critters. So not only do I beat your leveling rate doing that, but my real-world skills are that much more advanced. Twinks/PLers SUCK.

I beg to differ about this type of PL-ing to be bad because of offense/fighting skill in general. And here's why. When you level yourself up to 5 or 6 or any level actually, what happens is you should consider yourself in reality level 1 or 2 as before, but with the HP and mana the higher level character. Continue adventuring and fighting and your skills will go up. It does save a little time leveling, but not as much as people think. But it is still (barely) worthwhile.

Plus he is lying : Nobody untwinked/unPLed/soloing can level up to 5 in 60 minutes just by killing critters. Really no way.
My current record with a non-twinked, non helped, solo character is 76 minutes to level up to 4 with a halfling warrior. It's just for the fun, nothing to be really proud of, btw.
Leveling a melee to 5 in an hour might be possible for a big twinked monk (wearing a fungi tunic, some mega 1HB weapons and always hunting blacks and yellows).

As a Dark Elf Magician (follower of Innouuuk) I was unable to start this quest. Either your The Dead faction must be pretty high, or it is Necro SK only...difficult to tell since necros and SKs probably start with high faction with the dead.

I am also a Dark Elf Magician and was unable to get the box to even start the quest. My Dead faction is what I would consider very decent if not pretty good. The only people I have talked to that have completed the quest are Necros and SKs.
Other classes that can do this quest...

A Dark Elf Shadow Knight can also do this quest since in essence... deep, deep down, we are partially necromancers.

Just an fyi, I've tried this quest on a couple dark characters. My DE rogue was unable to even get the quest, but my necromancer was. The NPC is at the top of the necro guild, and I believe the quest is actually necro only. Or at least you have to have similar faction to a necro to attain it.

Otherwise it's excellent exp for the first 5 levels or so

This quest rocks for low level exp! Firebeetles are nice exp at levels 2 to 4 and one run of the quest at level 2 is over a bubble of exp. The quest is actually worth running up through level 5 when beetles go green, simply because the lost income from not selling them is more easily replaced at a higher level.

If you do this quest as a low level (since you will be killing fire beetles anyway) You get around 1-1.5 bubs for a simple task! Great way to get levels!

you can never get more than 1/8th of a level (just over half a bubble) at once. they did this so that a single piece of crafted, which is noticable exp at 20, wouldnt level someone from 1 to 6 in one quest.

You have not done many quests then because i can get 1-2 bubbles in some other quests! ??? =) and DID many times 4-5 hours playong tome to level a BARD to 5th doing bone quests and CB belt quests!

The max is 4 blue bubbles per quest action.
Even if you would obtain more than 4 bubbles from the quest the most you can obtain is exactly 4 blue bubbles.
This will maintain the same amount as you increase in level until the amount of exp you are obtaining from the quest is actually less than 4 bubbles represent.

I know this because I took a druid from 1st level to 12th level and recorded the exp at each turn in of an item which costs around 1pp to purchase.
It took 272 items to level to 12th level from 1st with no exp obtained in any other manner.
For the first 6 levels I obtained exactly 4 blue bubbles to the point for each turn in.

it can be useful at a low level to do this quest just to get the box so you can carry around more things,

fire beetles will be one of your main targets to make some money from, so the fact that this box only hold firebeetle eyes isn't a big deal.

but it really isn't worth the quest, just collect the firebeetle eyes in this box and then just sell them.
