    Master Niska says he has heard of [troubles with an outlander].

    You say; 'what troubles with an outlander'

    Master Niska says 'It seems Klok Ephmir has encountered an outlander who was hunting the food we lizards enjoy. The Legion will not act without proof of this outlanders existence. We were asked by the Baron to find this proof. We shall do this. You shall provide me with the outlanders head and the shackles of Rock and Stone!!"

    Klok ephmir can be found on the island of merchants.

    You say, 'hail Klok Ephmir'.

    Klok Ephmir stares at you with a wicked smirk."So you share the Brood's love of Frogloks. Alive, they provide much trouble. Dead, they provide much delight. I have found many uses for the Frogloks. From fine meat to fine mats. Ask if you do not see something.'

    You say, 'what outlander'.

    Klok Ephmir turns pale at the mention of the Outlander. 'The Outlander!! That is what the lizards in the Tink N' Babble have dubbed him!! He is tall and strong. Get close enough and he will kill you on sight!! I think he could even defeat the likes of Bruiser Noz!! I spotted him near the edge of the swamps. He was headed toward the fields of Firiona.'

    Kwinn the Outlander spawns in Firiona Vie. He is a rare spawn and is usually killed by frogloks soon after he spawns. Kill him and he drops a head. Return his head and shackles of rock and stone to receive the shackle of copper.

    Master Niska says: 'Very good!! Here is your shackle of copper. The emperor shall be pleased that I, Mistress Niska, have slain the outlander. Do you have some time? I need someone to be my [personal courier]? Will you?'

    Your faction standing with Swift Tails has been adjusted by 10.
    Your faction standing with Legion of Cabilis has been adjusted by 2.
    You receive 5 gold from Master Niska.

    You say, 'I will be your personal courier.'

    Master Niska grabs a tin box resting by her feet. 'Take this to Master Rinmark and be quick about it!'

    This item (Tin Box) then appears on your cursor.

    This begins the Shackle of Bronze quest.

    That's right folks, so it has been fortold by tester on the EQ boards.

    It is supposedly live on the Test server, so any Swiftails on Test that can verify this.

    Last said about this was that it was going to be implemented in the next patch... which of course has no ETA.

    He will still be rare, but will not be taken down by roaming MoBs seconds after he spawns.

    This is now correct! In fact, a Froggie shaman joined in on his side when I tried to kill him, and they parted amiably when I feigned (unlike the sarnak/goblin war in the Lake, where I feign and they start beating on each other) - and he must have been wandering around for some time when I arrived, so I guess it's finally fixed (on Brell, BTW)

    I had been hunting Kwinn for about a month and a half, never spotted him until last Sunday, Dec 17. On this occasion Kwinn was wondering on the hill leading to giants, he was fairly near a few drolvargs, but didn't seem to be in agro range. I run up to and Hail him to begin the tail quest, no sooner than i hail him the two drolvargs near by agro him... needless to say i they killed Kwinn and myself. Next spotting was Dec 20, I had just zoned in and spotted him just chilling near the dirt hill, this time I waited till there were no dogs and frogs near, i hit him and ran up the valley to swamp where I FD. To my surprise here comes Mister Fizzle running up to help Kwinn, he came out of nowhere. Well the FD worked, they were again non-agro to me, but Fizzle was buffing Kwinn to high hell, next the two of them take off into FV attacking everything in sight... again this ended with Kwinn being KS'd by some frogs and Mister Fizzle just went poof after Kwinn died, these two are obviously related! I spotted Kwinn again the very next night, I swear Kwinn must have been spawning just for me. Took a new tactic, followed Kwinn all the way over to the giants, looked around, all clear not another dog or frog to be seen. I completed the tail quest and got his head to go :) The only thing Kwinn had to say when attacked was:

    Kwinn the Outlander says 'Bring it on muckskipper!! I'll show you what for!!


    Each of these time I hadn't killed anything or done anything in the zone, there must have been some action I had taken that set my entrance into the zone as the trigger for him to spawn, what that was I have no idea. Hope this helps.

    Found him at exactly:
    pos2250, neg1530, pos50 on the side of the muddy hill. He was just standing there so he either just spawned or he walked to there and waited.

    confirm this area/loc. he was roaming by. but! not sure if he summoned a pet troll named Mr Fizzle..(forget exact name) but it appeared after i attacked Kwinn and came after me also.

    Where is this NPC?(Klok Ephmir) All I know is he is on the Island of Merchants.
    I figure he must be in FV but dont know where.
    If he is in Fv town with all those other merchants I gota alot of goblin killing to do then :)

    Can an Iksar get good enough faction with Fv to go into town?

    Been camping the dirt hill for days now and no Kwinn. I asked a GM to come check things out, she says everything was ok for the spawn to occur. The only thing she hinted at was "perhaps another creature is involved" For those that find him pay attention to anything killed right before.

    After 3 days of looking for him I said ***** the shackle!

    I jumped over to do the Shackle of Bronze instead. Too much of a hassle for a AC5 Lightsource Bracer. I'm looking into getting a Silver Plated Bracer from Upper Guk. AC7 Dis5 Pos5 Weight 1.0 Mnk/All. With that and my Shackle of Bronze (AC6 Mag5 +Lightsourse) I should be fine....hell maybe even 2 Silver Plated Bracers.

    Can the stats be verified? A few post below they said it was an AC5 Shackle and its a light source. I have searched alot of major web sites and no one seems to have a picture nor a listing for this shackle.

    Also can the Shackle of Bronze (AC6 Save Magic 5)quest be completed before doing the Shackle of Copper?

    I have not the Shackle of Copper yet, so I don't know its stats.

    What I know for sure though, is that you can do the Shackle of Bronze quest, before the Shackle of Copper one.

    I did it myself.

    You just have to go meet Rinmark and ask something like "I will help old Rinmark to complete his stone garden"

    For the record, he spawned at 6pm at about loc 1750 neg 1500 which is between the dirt covered hill, and spot 5 on the EQAtlas map where 3 drolvarg spawn. He then headed towards the giant huts.

    I had spoken to Ephmir at about 5am, but then I'd tried this many times with no apparent success.

    Cekir posted lots of details on some site or other and I found Kvinn exactly where Cekir said.

    I'm not saying he doesnt spawn right in front of the zone valley, just that I never saw him there. Maybe they changed things recently to up the spawn rate.

    I reckon you need to have a druid or ranger with you to be sure. The exp at level 37 while we waited was fine.

    Okay guys, here's the lowdown on this shackle quest. For one, do NOT follow the loc that guy gave below this post. His description of the spawn point is what you need, not the loc. But if you do want a rough loc, its around 2700, neg 2100. That'll put you close to one of the zones into the swamp. If you're loc deficient, like myself, then go to the swamp zone near the forest giant arbor huts. If you face the zone and look to your right, Kwinn spawns up on that hill. When i saw him he was halfway down the hill and had two red goblins on him...I tried to save him and of course got smacked, and then he never spawned again. Not sure if talking to Klok Ephmir is a trigger for the spawn or not, but check for him around 10am up around that hill. If you're luckier than I you shouldn't have a problem. And due to the area in which Kwinn spawns, id say wait untill around lvl 28 to do this quest. At that lvl you can take down a few frenzied leeches and roaming frogloks and drovlargs if you get bored, and still have enough hps to take some hits from the big guys. Hope this makes the quest a little more clear for ya

    Ive tried for several days to track him and reading the boards for help. this is how he works. ive tested this twice so im sure its not coincedence.

    First you have to talk with the monk who gives the quest and Klok Emphir (sp?), this is what triggers the spawn of Kwinn. without you or someone else doing it you will do alot of waiting.

    then run to the swamp/FV zone. the one in the corner near the giant huts. this is where Kwinn spawned. as soon as he is up he walks west along the wall for a short distance then turns around and walks back. I think he gets further and further back kind of like a zig zag pattern. but the intital spawn point is reletivly safe. the loc is 2738.91 , 2145.20 right near some trees and in front of the mossy looking ground where the swamp zone passage starts.

    Kwinn poped around 9:00 am both times close to 10ish.

    OMG peopel read the post the guy messed up on the second loc it's neg, that is all. you're the people that are going to mess up the last part of the epic cause you try to do everything out of a book. it's by the giant huts, anyone that has been there or seen a map knows where that is, the guy is right and i got mine in less then an hour.

    Nothing you do in one zone will ever make something spawn in another zone. EQ just isnt set up for that. Also true is this- There is no shortage of theories to explain random spawns. Its random. He may be on a spawn table with other critters there, but still random whether he will pop or not.

    Any other info anyone could post would be great i have been looking for him for over a week in the area around 1 and 2 on the eqatlas map and killing everything i can in the area and still no Qwinn...PLEASE HELP ME =P

    Kwinn the Outlander spawns in the north east part of FV, just west of the zone to swamp.

    Anyone have some clue as to where to find Kwinn? I've had a tracker search for over an hour through the entire zone before he gave up, not to mention my own futile runs through FV. For those who have seen him, please post the general area so the rest of us can possibly narrow down our searches. Thanks.

    The forage skill of 50 that iksar monk already have is good enough to get all the items needed for the next quest (Though you might want to have a druid help you forage the ones that are not nodrop). It took me 4 hours to forage the sand coin in TD.

    Yes I was the one who posted on the Dojo. The items needed to get the shackle of copper are: Shackle of Stone, Shackle of Rock and Kwinn the Outlander's head. Hope that clears things up

    Someone over at The Dojo just completed this (by turning in Kwinn's head), and said it yeilds the Shackle of Copper. He also said that the next quest is for the Shackle of Bronze (apparenlty you need 10 rare foraged items from all over Kunark, so start hitting that forage button whenever you get the chance).
