    Prerequisite : Shackle of Rock.

Master Niska says he has heard of [troubles with an outlander].

You say; 'what troubles with an outlander'

Master Niska says 'It seems Klok Ephmir has encountered an outlander who was hunting the food we lizards enjoy. The Legion will not act without proof of this outlanders existence. We were asked by the Baron to find this proof. We shall do this. You shall provide me with the outlanders head and the shackles of Rock and Stone!!"

Klok ephmir can be found on the island of merchants.

    You say, 'hail Klok Ephmir'.

Klok Ephmir stares at you with a wicked smirk."So you share the Brood's love of Frogloks. Alive, they provide much trouble. Dead, they provide much delight. I have found many uses for the Frogloks. From fine meat to fine mats. Ask if you do not see something.'

    You say, 'what outlander'.

Klok Ephmir turns pale at the mention of the Outlander. 'The Outlander!! That is what the lizards in the Tink N' Babble have dubbed him!! He is tall and strong. Get close enough and he will kill you on sight!! I think he could even defeat the likes of Bruiser Noz!! I spotted him near the edge of the swamps. He was headed toward the fields of Firiona.'

Kwinn the Outlander spawns in Firiona Vie. He is a rare spawn and is usually killed by frogloks soon after he spawns. Kill him and he drops a head. Return his head and shackles of rock and stone to receive the shackle of copper.

Master Niska says: 'Very good!! Here is your shackle of copper. The emperor shall be pleased that I, Mistress Niska, have slain the outlander. Do you have some time? I need someone to be my [personal courier]? Will you?'

Your faction standing with Swift Tails has been adjusted by 10.
Your faction standing with Legion of Cabilis has been adjusted by 2.
You receive 5 gold from Master Niska.

You say, 'I will be your personal courier.'

Master Niska grabs a tin box resting by her feet. 'Take this to Master Rinmark and be quick about it!'

This item (Tin Box) then appears on your cursor.

This begins the Shackle of Bronze quest.

    Spawn Kwinn
    # Sep 19 2001 at 4:27 AM Rating: Decent
    Greetings all :),

my monk finally decided to do all the shackle quests and yesterday i wanted to get the head of Kwinn.
I was there with a druid around the area of mud hill, clearing the area constantly but no Kwinn showed up. So i thought what the heck, give the hints i read here a try. I ran my monk over to Cabilis through swamp, leaving the druid on FV to check track constantly, and the moment i talked to the merchant about the outlander, Kwinn showed up on track. Coincidence ? Doubt it really, perhaps i was just lucky, but for me it worked. The druid kited Kwinn around till i ran back from Cabilis, killed Kwinn and got the head :).

Kwinn was never attacked by any frogs or drols all the time and walked around by himself.

Now onto the foraging for the next shackle.
    Good luck all :)

Right, our beloved Kwinn! If he doesnt show up after do did the trigger thing, he might have been killed soon before.

    Good luck to u all,

is this mud hill the same area as #4 on the eqatlas.com, Firona Vie map?

Nope, nearer to number 5, number 4 is a big dirt coloured field filled with leeches large leeches, I found Kwinn right on the muddy hill, around number 5, possible a little north of #5 but Im pretty sure it was right on it, muddy hill is very close to their anyway and covered with drolvargs and frogloks, my earlier post has the info you'll need I think =)

Thanks for that tasty bit of info and all in caps too, good for you...

    (take note)

You have to do ALL of these quests... ALL of them to get the shackle of steel (9ac 5str/stam/sv magic 0.1weight) to get the next shackle you are required to turn in BOTH this shackle and the old rock shackle...just like turning in dust and clay to get Stone.

#REDACTED, Posted: Sep 10 2001 at 10:07 PM, Rating: Sub-Default, (Expand Post) THIS ITEM IS CRAP, DON'T DO THIS QUEST OR ANY OF THE ONES YOU NEED TO DO TO GET IT. IF YOU DO YOU ARE WASTING YOUR TIME. THERE ARE MUCH BETTER ITEMS YOU CAN BUY FOR UNDER 100pp AND IN THE TIME IT TAKES YOU TO DO ALL THE QUEST TO GET THIS CRAPY ITEM YOU CAN GET 100pp NP. IT ISN'T EVEN NEEDED IN THE OTHER BRACER QUESTS. save your self the time and just buy something much better then crapy 5ac 0.2 wt. there is no way this item is good and all the quests leading up to it also suck. take my advice and just do the two shackle quest after this. thay are much better and accualy worth wearing, and you dont need this BS item to get them. i did both the quests leading up to this and they are a wast of time, the items are useless. i use my shackle of rock even though in 20 min i could get a better item because i would like to think i didn't wast all that time doind those crapy quests. DONT WAST YOY TIME:THIS ITEM IS CRAP AND ALL THE SHACKLES BEFOR IT ARE CRAP,JUST GET THE HIGHER ONES UNLESS YOU FEEL LIKE WASTING TIME

Ok, so I've been reading these posts, and I don't think I have seen anything about something that occured to me. I was hunting kwinn and some other guildys were doing an early part of Wurm slayer quest. Since we weren't doing the same thing, we went our separate ways. I went to muddy hill and they went to talk to Sir Hobble. They finally do what you need to do with him, and the same time i get their yells in guild tell, kwinn and a troll named mister fizzle spawns. The agro there was bad, and since i wasn't able to keep the frogs and the drolvargs off kwinn and his Mr Fizzle friend, they died before i could kill them. Oh well. This probably was pure luck, and i doubt that one time is good enough to be confident, but, it did happen, so if anyone wants to test it and tell me if i'm right or wrong, i'll be watching the posts

    Hello all,

I verified this spawn's trigger and tested it 5 times. I first spent about 8 hours in FV killing frogs, dogs and giants with my lvl 57 ranger friend to no avail and no Kwinn. So the next day i decided to follow the dialog. I went to Master Riska and asked about the outlander. Then I went to Klok Elmphir and asked what outlander. Next I preceeded directly to FV by going through SoNH. As soon as i logged in, Kwinn was there. Keep in mind my Ranger friend wasn't with me so i immediately asked in /ooc for trackers and sure enough before i got a response, i saw him by Giant Fort just standing. I wasted his *** quickly and the troll friend did not come to help. Lastly, I went and turned in the rock and stone shackles with the head to get the shackle of copper. I was tired of doing this quest at this point.

However, for the next 4 days straight, just once a day (Real life days that is), I triggered the dialog in order for both Riska and Elmphir and all 4 times Kwinn was there. None of the times i had my ranger friend waiting in FV; so i don't know exactly when Kwinn spawns. But 5 out of 5 times is proof enough for me...

BTW, i am a lvl 51 Monk having to redo all my quests because i moved my character from XEV to Tarew Marr :( If anybody has any good information on how in the hell u get Brother Qwinn to spawn in SK, plz-PLZ, email me at sbeavers@swbell.net. Spent about 50RL hours so far on that damn spawn and he is only thing left i need to complete RotLC!!!

I found Kwinn to appear very often right up next to the giant camp. You can take him by yourself as a lv 35, or you can enlist of people who might be camping the giants there to kill him. either way, if you want to hunt while you are there, you need to be AT LEAST 32 or higher. Drolvargs are tough, and there are many wandering spawns. But Kwinn i found in a very short amount of time just soloing at giant fort.

P.S. I would partner up with at least one other person when you hunt in this area to wait for him, preferably someone in their 30s or above, as you are, so you will have the health to kill him once you see him.

I just finished this quest, at lvl 40 I decided it was about time, so I headed off to FV (Shortly after the **90 minute** patch installing Stonebrunt Mtns had finished) spent a little time finding the muddy hill, which was covered with drolvargs and surrounded by frogloks. Its located
close to the eastern side of the big field filled with leaches, near the drolvarg camp marked "5" on this EQ Atlas map, http://www.eqatlas.com/kunark/firionaviemap.html.
As soon as I had arrived at muddy hill I looked around for a bit, no sign of Kwinn, so turned around to set off for a loc where the terrain changes from grass to swamp and where Kwinn supposedly spawns but, good thing I turned around because standing atop the hill behind me was the sillouhette of a large barbarian, Kwinn had spawned right behind me on the muddy hill, promptly killed him and got out of there before nightfall.

For those that have experienced the ridiculously long spawn times that we did, Kwinn *does* indeed spawn if you wait long enough. We finally killed him on the Torvonillous server at approx. 1:15am this morning. He spawned between the hill and the area where the swamp meets the grass.

I don't know what this guy is talking about. I like to attempt quests on my own and tried this a number of times before boredom and frustration won out and I asked a druid (my brother) to track Kwinn for me. I, in all of my time spent camping this spawn, have never seen a troll anywhere. I did the mechanical iksar tail quest from Kwinn first before I intimidated him and ripped him to pieces with fist and tail as he fled like the cowardly barbarian he is. As for a troll companion, since I started this quest at level 30 and attempted to solo it and have seen Kwinn at least 5 times, either that's new or bogus. I'm betting it's bogus. And talking to NPCs in Cabilis does not have any affect on his spawn.
    Finally !

I looked for this guy at least 20+ hours off and on, a number of time with a tracker. I finally saw him pop right at the center of the hill with the forest giant arbors on it. I was happy to say the least. at 37 he didn't put up much of a fight (are you guys sure he's a shaman? He bashed and didn't cast a single thing on me) and soon enough I was the proud owner of his head. Off to Dalnir and Droga now. wish me luck!

so i went for a blue scavenger to get the gem for the next quest..
on the first kill i get the gem.. cool

    -- 5-10 min pass --
I get 2 mobs on me.. ok time to go zone
while running i hit track.. QWINN baby..
look behind.. ok the 2 mobs agroed a few more.. it's now 3-5 mobs.. time to go zone.

    LOADING PLEASE WAIT... x 2

Hit Track.. whoot qwinn is still there..
I start to track him down..
    he's by the giant camp..
target qwinn.. let an arrow fly.. pulled him to the zone..
i get down a bub of health.. qwinn goes down 5 bub of health..
    /camp
    get the monk again
run to zone.. qwinn corpse is still there

    I guess i got lucky
    How i did it

I read this whole forum for shackle of copper and thought id try all the answers everyone put in. Im a 41 monk and after fighting in FV gettting bored and going to DLs and coming back not spending more than an hour in FV at a time. I sat up on dirt hill loc p2250 n1530 a few times for awhile watching different mobs walk buy and give up. I started camping what someone said was his spawn point p2700 n2100 or just in the middle where the green from swamp fades to grass to no success. After not finding a group in DLs i came to FV just for exp. After an hour or 2 i started my pull and i saw something in the middle of the valley low and behold infamous Kwinn! Happy i am and no problem taking him down at all though he was a blue con. Troll wasnt with him so i dont know all about that so id say pull to valley for something to do and wait for him to spawn. Someone said he died 4hours earlier /shrug

    LIES!

While I will continue to trust the whereabouts of where he spawns, I can say that all the crap below about zoning in and out and talking to NPCs is BS. I humored it just to prove it, but here's the verification:

Tracker logged on one machine, parked at the safe edge between the "muddy hill" with the popular loc and the valley leading to the Swamp Zone.

Monk logged in on machine #2, feigned on the very center of "muddy hill" where the 4 edges of the texture peak up, camera angle set out and wide to visually watch for Mr. Fancypants if he walks by and for some reason doesn't appear on tracking.

This sitting spot was equi-distant to the hill and the giant fort and the zone, giving ample range to track him if he appeared.

First I tested the "zone in from Swamp" theory. Zoned back and forth 6 times, nothing happened. No visuals, nothing new on tracking, nothing. Sorry, but the people who got that to happen must have just had a nice coincidence.

Second, verified the "talk to guild master and Klokk-man" theory.

Logged in a 3rd computer, made a newbie iksar monk, had real monk still feigned on the hill, had tracker still sitting in spot checking list.

Newbie monk turns in guild note to gain faction, asks Swifttail chick about the Outsider, gets directed to Klokk on merchant isle. Newbie runs over to Klokk, asks about he Outsider, and gets the standard blah blah about him being near the swamp area in FV.

Nothing. Nothing appeared, nothing on track, nothing for another 20 min.

Humored it a couple more times between the two npcs, tossed in a few zone-back-and-forths between FV/Swamp. Nada. Zilch.

Humored it one final happy-dandy way. Ran my very own monk, wearing his Shackle from the previous quest, all the way back to Cabilis. Had original and of-level monk talk to guild master, then Klokk, then ran all the way back through swamp and finally back into FV over to the muddy hill.

At no point troughout that test did he appear on tracking, or visual as I had the tracker running back and forth between the hill and the giant fort.

Now that the "trigger" ideas have been exhausted, will attempt the "kill everything you see until he spawns" approach.

I'v poped into VF and hunted this guy as early as lvl 20 (at that age I was hoping for some kindly assistance) now I'm lvl 30; for petes sake I've already done the next shackle quest. I even duped some poor guy into grouping with me hunting the dolovarg here waiting for kwinn to spawn. I've spent hours sitting on the dirt hill. I've even given the 3 giants close by names. I know which dolovarg can outrun me and I now have a deep running hate for frenzied leeches. but still no Kwinn. And I've had, at 3 different times, some nice trackers employed to help. And I thought this was going to be easy compared to the previous shakle. OOooo all I have to to is waltz rigt in a kill just one single sissy girl. I'd rather have to fight a lvl 50 static mob that I could always find. anyway ignore me I'm just ranting now.

Just finsihed this one and here are some Kwinn hints that might be helpful. They are listed in no particular order and some of this stuff is repeated from ealier posts. This is dated April 11, 2001 for updates:

    - Kwinn is indeed a barb shaman in chain mail. He cons indifferent to Iksar and was blue to level 37. No mobs aggroed him and he walked right by a few. He's still rare but you can hunt for xp here very nicely solo mid 30's and grouped from high 20's and up.

    - I can confirm that he walks in a Northeasterly direction right over the "dirt hill" at approx +2250 -1530 in FV. He will walk right up to where the ground texture changes to swamp terrain and then stop there.

    - At level 36 with good equipment I was able to solo in this area very well. XP was above average. Loot is good (Fine Steel and Bronze) is you can carry the stuff. It's a short run back to Cabilis to sell and restock. I would guess that there would be blues here right up into the low 40's though the pickin's might be slim.

    - None of the critters roam more than a step into the swamp texture. You can rest there and pull there with impunity. Tons of MOBs. Highest levels were the Drolvarg Snarlers that maxxed out at 36.

    - Forest giant hut is fairly close to the east but not really a factor unless someone trains them on you as they flee to the Swamp zone.

-All in all I can't complain about this. If you are smart enough not to put it off then you can work this camp very nicely for good xp. So don't be lazy and but it off til you are 40+! ;p

-oh and the Sulfer Stone for the Shackle of Bronze drops around here too off the Drolvarg Scavengers. Common drop and is called a Scarlet Stone (lore but tradeable).

    (Added April 13th)

-Kwinn seems to be indifferent to everyone. He also has NO faction hits so your goodly race friends can help you guilt free :)

-Kwinn seem to be able to spawn in more than one cycle. What I mean by this is that there may not be a specific placeholder but he may be able to spawn in a number of different LOCs. I have seen him four times now and each time he was walking along a different route. Note that all will take hill over the "dirt hill" mentioned above. One time he walked right up to and then behind the giant hut to the East.

There he was by himself, Lv 35 monk took him down.
He was by the dirt hill.
Pulled him to the zone area (with a bottle of sow). No frogs or the other to worry about.
Was in zone for a bout 5 mins :).
All i have left to do is the shackle of Steel to go...

    # Feb 04 2001 at 1:57 AM Rating: Decent
    Bad news folks.
I got my shackle about 2 weeks back, Kwinn popped and all was well.
Today while hunting Venomous Lampreys for my wifes shaman, I saw Kwinn again. Now he has a friends names Mister Fizzle that is KOS to the froggies, but the two of them can take out several frogs at a time. (watched this myself.)
Mister Fizzle andKwinn con blue at 40th, and they constantly buff one another, Mr Fizzle is a troll npc btw. I did hail them and Mr Fizzle will just say "Hail this bub" and ignore you, Kwinn's response says the same as before about "odd trinkets" but there is an added line about his best friend is a trol and how Mr Fizzle aint much for conversation.
Basically if you need this, bring a group, since there are 2 shamans to kill.
    Got him

Walked right past the mud hill for me. Didn't even really get a chance to kill anything myself but there was a group killing the giants and I could not see any other groups. He was NOT aggro to anything (expcept me) so if he is up he should now stay up. Someone got him about two hours before me so respawn does not seem to be too horrible.

Was hunting in a Drolvarg group by the Swamp of No Hope zone...I ran up to pull another mutt and saw a barbarian walking around in banded. I thought it was another player, so I targeted him. Lo and Behold, it was Kwinn. I hurredly pulled him to my group (he was yellow to a 29 Monk) and we slaughtered him without too much trouble. Finesteel short sword and a head.

I'd been asking around on and off for a week if anyone had seen him, with either "Someone saw him a few hours ago" or no response.

Occurred around 12:30am, 1/8/2001, Morrel Thule.
    Kwinn spawn linked to zoning?
    # Jan 06 2001 at 5:39 PM Rating: Default
His spawn does indeed seem to be linked to zoning from Swamp of no Hope into north east of Firiona Vie. I had been camping the area around the mud hill for many days (and a couple of levels) with no sighting of Kwinn at all. I then zoned from there into Swamp of no Hope after reading comments here from other people (and went LD soon after doh!) Upon relogging I immediately zoned back to Firiona Vie and ran to mud hill. Only seconds later I spotted Kwinn heading west from the hill. I was doing this for the monk shackle of copper quest. It's possible it also depends on speaking to the right people in East Cabilis or building up bad faction with the frogloks (or drolvargs) - which I would have since I've hunted there a long time. Good luck to everyone in their hunt for him!
RE: Kwinn spawn linked to zoning?
    # Jan 12 2001 at 8:51 AM Rating: Excellent
I came back to Kunark from a trip to Velious. Ran from overthere to Cabilis, then went via Swamp of No Hope to Firiona Vie having heard about this zoning idea.

Zoned in on the eastern entrance, ran to that high ground just south of the giant camp. Saw nothing so headed west a bit, turned round and saw Kwinn heading south to the muddy hill. He wasn't attacked by anything and I finally caught up with him on the muddy hill.

So, looks like the zone related spawning idea could be right. At the very least it's worth a go!

Now to get my shackle of steel...

Well, don't know what to think.

I talked to the Klok, ran to the East swamp/FV zoneline and zoned to FV. The outlander was there within 5 minutes.

I lost him due to lag and rain that time.

I then sat feigned for 28 game hours looking for him. He never showed.

I then died by leech (my FD isn't that good yet) and before running back I talked to the Klok again and zoned through the same zone again and saw him within 5 minute. =)

Seems to be triggering him somehow. At least that is my opinion.

BTW he was red to a lvl 18 monk. Luckily some kind stranger came and killed him for me.

OK nothing you do in one zone effects anything in another zone except faction, they are seperate, zoning doesn't either. Sorry folks but you got lucky, Verant can't code this into so that every time you zone in he spawns or everytime you zone in wearing a shackle he spawns.
    Wow lucky day!!
