The pop up in game says:

Power Sources - Introduction

At some point in your adventures you may come across certain weapons or pieces of armor that have a purity rating. Such items can be further enhanced when you equip a power source.

Power sources can be purchased from certain merchants in areas such as the Buried Sea or Katta Castrum, or through crafting.

When you obtain a power source, you can equip it in the power source slot in your inventory.

Power Sources - Charges

Power sources are charged items that are used up either over time or as their effects go off. Powered effects use charge either over time or as an effect is used. Static effects, such as improving stats, will drain a certain amount of charge per second. Dynamic effects, like a proc or a right-click ability, will drain a certain amount of charge every time that effect is used.

Replacing Power Sources

When a power source is used up, it will cease to impact its effect upon the armor pieces and/or weapons and will need to be replaced. You can replace a power source at any time. A new power source will take effect immediately upon being slotted.
