Just did the quest just now and Blacksmith Gerta wouldn't take the stuff (she just gave it back).
NPCs in Crescent reach with tailor/smith/merchant in their name took the stuff and updated the task step.

The "any smith/tailor/merchant" refer to mobs that have that title in their name. The following NPCs qualify at the small wooden bank area and are Findable (Ctrl+F):
- any smith is Blacksmith Gerta (Smithing Merchant)
- any tailor is Tailor Kujen (Tailoring Merchant)
- any merchant is Merchant Tarrin (General Merchant)
Fine Fur Cloaks use 2X Exotic animal pelts not 1.

I just did this quest and it only uses 1x Exotic Animal Pelt.

Does "it" - the quest take 1 Exotic Animal Pelt = yes for recipe #3 (Purses).
Does "it" - take 1 EAP for recipe 3 (Tooled Leather Purses) = yes]
But your replay is to what was specified by both YoPauly and Byren as specifically referring to recipe #1 Fine Fur Cloak, which absolutely takes 2 EAPs.
(tested recipe - 3 successful combines w/2, 2 will not combine: attempting w/1)
All recipes above (in Alla description tested correct. The more economical recipe possibly suggested directly above is a fallacy).
