Killing random critters in valley of King Xorbb, it was 76 mobs for the first level, 83 for the second level (different location, mind you), and three mobs for three percent of level three. Beyond that, I don't know.
So far, no where near as long as a certain tear I could mention. But won't.

I got mine from the Kael raid.
And it pops up as a quest reward as soon as you get the Burden to 20. No right click, no hand in, the Burden of truth just disappears, and a Quest Reward window pops up with the class hat for you.
