This is an Underfoot "Conquest" achievement.

This achievement wont trigger until the 2nd to last step in the task. So you can drop the task before opening the chest if you are trying just for the chieve and didnt get it.
The title and description is very deceiving
If anyone does anything on the unknown "taboo" list -- you will fail this achievement immediately, even if what you did did NOT kill the MOB..
Actually killing them with ONLY fire is 100% misleading. You don't need fire at all.
I finally got this done as follows:
I wet in with just my Paladin and a Tank merc.... then...
-- Disabled all Items AA's (you can re-click after)
-- Equipped a non-damage weapon (in my case, Darkened Cone of the Mystics)
-- After hailing Vardnek, I slowly backed around the circle so I would get proximity aggro to as few MOB's as possible -- then I healed my tank merc as he killed them.
As a warning -- the tank merc also needs to kill Bvard, as you can loose the achievement on him as well.
it was tedious and slow, but it worked!
