Is it true that we have to kill "a fear shardling" even though they have NEVER been in plane of fear?

All static / no roamers. I used a ranger bot on the same account to track them all, then switched toons for kill #57, got credit.

Gives the achievement when the 57th dies. Be sure to bring a ranger and check every corner our last were on the very south west hills.
The mobs you want are spinechiller spiders, samhains, amygdalans, nightmares, and fear shardlings.
