Here are map locations of those ones I noted while collecting two complete sets (map file: eastwastesshard.txt).
I don't know how much this will help for this set because only a few times did I find a spawn in a location I'd already noted. These points are probably not anywhere near exhaustive. They may give you an idea of general areas, though. Mostly (but not always) anywhere away from structures.
Most were literally out in the middle of nowhere. Some were next to trees, some not. I found them easier to spot from a great distance because the further away you are from one, the more of a 'twinkle' they have. It was also a bit easier during the game's night time. The snowscape and sheer size of the zone did not help the cause, but it wasn't too bad all in all.

Could be extreme luck but found 4 spawns in a small area around loc -6413, -2712. It's between kedd the frostbitten and the turmoil toad for anyone not good with locs.
This set's pieces spawn in the "wilds" of the zone, away from the various buildings.
