They were branded heretics and great conflict arose. For the first time in several hundred years, the Erudites fought. But there was one very significant difference - they did not use swords and bows, but rather magic, and the result was terrible. I'm guessing your faction may have been too low - if they won't talk to you, what makes you think they'll give you quest items? (Of course, they're still more than happy to take your money!)

Ehmmm...i dont understand this quest, it explains that i get the book of turmoil, but if a want to wiew the books stats it says its a glowing torch... so is it a book or a torch i get if i complete this quest?

The reward for the stated quest is a book with no properties. It's only purpose is as part of the Tome of Ages quest, where turning in the book returns a useful Torch.

There are no stats on the book. It is used to get the Glowing Torch.
Also, on Luclin the bartender you get the book from is named Rhysa To'Biath, and it's a she.

The mentioned Blind Fish bar keep is a male, and took the letter stating "I don't really know what to do with this but thanks" so it is obviously wrong NPC or the NPC for this has changed. I also tried hailing all the females, then ALL the NPC's at the Blind Fish and nada! I am wondering if this quest really exists anymore! Accurate info on this would be appreciated!

the first part is easy. give him the wine, then ask about the VOW, then give him 70 gp to get the note. go to the Blind fish. There are 2 bar keeps! one upstairs and one down stairs. One is a guy and one is s woman. give her the note. (no need to try and talk to her because she wont speak to you). then go kill her brother (thats the guy you gave 70 gp too to get the first note) bring back his head and the second note (the one she gave you) and she will give you the book.
