Tirannums is the best zone for knocking down large quanities of goblins. There are 90 in the zone and respawn is fairly quick. They don't summon so you pull 40 or more and AE them. They have a large agro range and attack anything even a level 105
Permafrost has many more goblins than LDoN does, but they do not agro on high lvl toons. I found the Common Land LDoN for high risk, mob kill (enter in So Ro) the best. It has about 45 goblins and 60 orcs, plus boars, bears and chests/crates/barrels. The Everfrost LDoN only had about 30 goblins.
So unless you have pet class (not druid) that you can auto target and send to fight, LDoN is best, and you don't have to worry you are stealing a zone away from low lvl toons that really deserve the permafrost zone.
