Without a doubt Maiden's Eye and Umbral was the fastest.
Twilight Sea SE Island is a good place too, but I feel that with the long island respawn time, you could easily go to Maidens Eye or Umbral Plains and get this done much quicker, probably in about 10 minutes.
The twilight sea southeast island is fastest way to complete this one.

Indeed it is. Apparently SOE changed it after I sent this in. They changed some names during beta and from Beta -> Live, also.
